Is it possible for you to be scheduled an interview with the US Embassy without the required documents

Is it possible for you to be scheduled an interview with the US Embassy without the required documents?
I know a registered nurse here in Malaysia who passed the NCLEX and everything and has been waiting for a working visa immigrant status petition for 7 years already, he said that his interview is a week from now but he is not sure if it will go through coz all his required documents are in the States and he still doesn't have the proof of job offer which he needs to present, he says it's in the agency's hands, is it even possible for you to be scheduled for interview without such documents in the first place?

Yes but they expect you to bring all the required documents with you on your interview. It is better to call the embassy and ask and reschedule it it's necessary.

Nursing in Texas - procedural help

Nursing in Texas - procedural help?
Hi, I'm currently practicing nursing in Malaysia and would like to work in Texas as an RN, and I'd like to know the procedures step by step. I read in the website, it seems very confusing. Has anyone done it before? I need help from those who've done it and resides outside from Texas/USA. Thank you!!
